Eligibility for Prekindergarten-English

To participate in Klein ISD’s Prekindergarten Program, a child must be 4 years old on or before September 1 of the current school year AND meet one of the following criteria:

  • Limited English Proficiency:  To enroll as Limited Language Proficient, the child must be present and administered a test to establish the level of proficiency the student can speak and comprehend the English language

  • Educationally Disadvantaged:  the child would be eligible to participate in the National Free and Reduced Lunch Program (based on family’s gross income)

  • Homeless (defined by 42 U.S.C., Section 11302) To enroll as homes, the criteria includes an individual who lacks a fixed, regular, and adequate nighttime residence; and complies with the income eligibility requirements otherwise applicable to the program

  • Military dependents (defined in House Bill 1, 2006) According to House Bill 1, the Prekindergarten program has been expanded to include children of active duty members of the military. Under the new aw, the program is available to children of:

    • Active duty uniformed members, which include parents or guardians of the Army, Navy, Marine Corps, Air Force, or Coast Guard who are assigned to duty stations in Texas or who are Texans who have eligible children residing in Texas;

    • Guard and Reserve-Activated/Mobilized uniformed members of the Texas National Guard-Army or Air Guard or Activated/Mobilized member of the reserve components of the Army, Navy, Marine Corps, air Force, or Coast Guard who are Texas residents regardless of the location of the reserve unit; or

    • Military parents who are missing in action, injured in the line of duty or who have died.


  • Department of Family and Protective Services Conservatorship: (Sec. 29.153 HB 113) a child is eligible if the child is or ever has been in the conservatorship of the Department of Family and Protective Services following an adversary hearing under Section 262.201, Family Code

  • Child of a Star of Texas Award Recipient: The office of the Governor, Criminal Justice Division honors recipients annually in September.  The resolution (certificate) awarded to an individual serves as proof of eligibility to enroll these children in free prekindergarten if they are age-eligible.  A list of past honorees may be viewed on the Criminal Justice Division-Past Honorees webpage .   If an individual has a prekindergarten-aged child and has been nominated, but not notified as an honoree prior to the current school year, an individual may make a request to the Office of Early Childhood Education to make an eligibility determination based on the nomination submitted for review to the Criminal Justice Division.

 

Other Requirements:

  1. Birth Certificate-Furnish the school with a certified copy of the child’s birth certificate

  2. Immunization Record- furnish the school with a current immunization record.

  3. Proof of Residence in Klein ISD- A lease agreement, tax records, light, water, or gas bill with your name and address is acceptable. Telephone bills cannot be accepted.
