COMPLAINTS AGAINST KLEIN ISD POLICE PERSONNEL

Klein ISD Police Department investigates all complaints submitted concerning personal behavior or official acts of its employees. In addition, the Department also investigates all complaints from any person who believes he or she has been stopped, searched, inappropriately ticketed or arrested based on racial profiling. No person will be discouraged, intimidated or coerced from filing such a complaint, nor discriminated against because he or she filed such a complaint.

All complaints against Klein ISD Police Department personnel will be investigated thoroughly, objectively, and expeditiously.

FILING COMPLAINTS

All complaints against a police officer must be made in writing and signed by the person making the complaint. When the person making the complaint is under 18 the complaint should be signed by the person’s parent or guardian as well.

There is an official Complaint Form available to accommodate any person desiring to make a complaint against police personnel. Persons desiring to make an official complaint must obtain a Complaint Form from the Klein ISD Police Department, complete the Complaint Form and have the form notarized. The completed form must be turned in at the Police Department Monday through Friday between the hours of 7:30 A.M. – 4:30 P.M.

The name, address, and phone number of the person completing the form, the name of the employee against whom the complaint is made, the date, time, location, and the names of any witnesses are key elements in completing the Complaint Form. The completed Complaint Form will be forwarded to the Chief of Police.

INVESTIGATION PROCESS

Upon receipt of the complaint, the Chief of Police will review and assign the complaint to an investigator. Upon completion of the investigation, the recommendation of the investigator will be forwarded the Chief of Police. The Chief of Police will assess the recommendation made by the investigator and determine the final disposition of the complaint.

FINAL DISPOSTION

Upon conclusion of the investigation the person who filed the complaint will be notified about the final disposition of the investigation by mail.

QUEJAS CONTRA EL PERSONAL DEL DEPARTAMETO DE POLICIA DE KLEIN ISD

El Departamento de Policía del Distrito Escolar Independiente de Klein investiga todas las

quejas presentadas en relación con la conducta personal o actos oficiales de sus empleados. Además, el Departamento también investiga todas las quejas de cualquier persona que crea que ha sido detenida, examinada, inapropiadamente multada o arrestada basado en la discriminación racial. Ninguna persona será intimidada ni discriminada por presentar una queja de este tipo. Todas las quejas contra el personal del Departamento de Policía de Klein ISD serán investigadas a fondo, de manera objetiva y rápida. 

PRESENTANDO LAS QUEJAS

Todas las quejas contra un agente de policía deben ser hechas por escrito y firmadas por la persona que hace la queja. Cuando la persona que hace la queja es menor de 18 años la queja debe ser también firmada por el padre o tutor de la persona.

El nombre, dirección y número de teléfono de la persona que completa el formulario, el nombre del empleado contra quien se presenta la queja, la fecha, la hora, la ubicación y los nombres de los testigos son elementos clave para completar el Formulario de Queja. El formulario de Queja será enviado al Jefe de la Policía.

ROCESO DE INVESTIGACIÓN

Una vez recibida la queja, el Jefe de la Policía revisará y asignara la queja a un investigador. Al término de la investigación, la recomendación del investigador será enviada al Jefe de Policía. El Jefe de Policía evaluará la recomendación hecha por el investigador y determinara la disposición final de la queja.

DISPOCICIÓN FINAL 

Alconcluir la investigación,la persona que presentóla queja seránotificada sobrela disposiciónfinal de la investigaciónpor correo.

Notice Regarding Prejudicial Statements

The Texas Penal Code § 37.02. Perjury:

A person commits an offense if, with intent to deceive and with knowledge of the statement's meaning:
he makes a false statement under oath or swears to the truth of a false statement previously made and the statement is required or authorized by law to be made under oath; or
he makes a false unsworn declaration under Chapter 132, Civil Practice and Remedies Code.
An offense under this section is a Class A misdemeanor

COMPLAINTS AGAINST KLEIN ISD POLICE CAMPUS GUARDS

The Texas Department of Public Safety Regulatory Services Division regulates the private security profession in Texas.  This includes investigating alleged criminal violations of Texas Occupations Code, Chapter 1702 and related administrative rules by Klein ISD Police campus guards.

FILING COMPLAINTS

If you become aware of a potential criminal or administrative violation of Texas Occupations Code, Chapter 1702, by a campus guard, you may submit a written statement to the Regulatory Services Division (RSD).  You may submit your statement in any of the following ways:

AFTER YOU SUBMIT YOUR COMPLAINT

A complaint will be reviewed and evaluated by a Private Security staff member at DPS Headquarters; then the complaint could be forwarded to a commissioned field agent for criminal investigation. The assigned agent may contact you during the course of the investigation.
